RODGER B. HAGLUND II, 42, of Abilene, Texas, was suspended for two years, stayed, placed on three years of probation with a six-month actual suspension, and he was ordered to take the MPRE and comply with rule 9.20 of the California Rules of Court. The order took effect Aug. 11, 2012.

Haglund stipulated to 21 counts of misconduct in seven loan modification matters, a collection case and a debt consolidation matter. He typically failed to perform legal services competently, account for his clients’ funds or refund unearned fees. He also stipulated that he handled cases in Arizona and Florida, where he is not licensed, and collected illegal fees in those states.

In mitigation, Haglund cooperated with the bar’s investigation, expressed remorse, was recovering from the deaths of four people close to him and had family problems. He was privately reproved in 2008.
