VICENTA E. MONTOYA-TORRES, 61, of Las Vegas was suspended for two years, stayed, placed on three years of probation and was ordered to take the MPRE within one year. The order took effect Nov. 18, 2011.Montoya-Torres stipulated that she did not provide proof of attendance at ethics school or completion of the MPRE, conditions attached to a 2009 public reproval. In addition, she received a private reproval in 1997.In mitigation, Montoya-Torres has health problems and displayed remorse.
